Applications are invited for the position of Director of the Illinois Fire Service Institute. Under direction from campus executives, the Illinois Fire Service Institute Act, Gubernatorial Executive Order and other relevant legislation or Executive Order, the Director will lead the University of Illinois Fire Service Institute as the State of Illinois Fire Academy. This position is a 100percent full-time, benefits-eligible Academic Professional position.

DUTIES AND RESPONSIBILITIES: Provide Executive leadership and management over all aspects of the Institute. Serve on Statewide Committees, to include the Governor's Fire Advisory Commission, the Illinois Terrorism Task Force, and the Illinois Fire Services Association, as directed by the Governor, Legislature, and/or Advisory Committee. Serve as the Illinois State Director of Fire Service Training representative to the National Fire Academy, national and international public safety organizations and participate in statewide, regional, and national initiatives in fire fighting, terrorism, and other areas so as to further the effectiveness of the Institute. Seek out strategic international collaborations that will enhance the ability of the Institute to better fulfill its statutory training, education, information and research missions. Lead the strategic planning process and oversee implementation of a strategic vision and plan for the Institute. Manage all resources dedicated to the Institute. Set annual budgets and financial plans for the Institute so as to keep the Institute fiscally stable. Actively participate in public events and public relations activities so as to raise the awareness of the Institute. Develop new programs and lines of opportunity to allow continued growth and fiscal health of the organization. Oversee the employee hiring process, goal setting and performance review of IFSI key staff. Oversee development fund raising activities of the Institute. Other duties as might be expected of the Chief Executive of an organization.

Required Qualifications: Master's Degree. Proven experience and performance government executive management in a diverse mission and political environment. Proven experience and performance in fire service, military or emergency management. Proven experience and performance in oversight of a hands-on, public safety / security training organization. Proven experience and performance in strategic planning. Demonstrated record of visionary leadership to include effective verbal and written skills in articulating a vision. Proven experience and performance in emergency operations / incident command, preferably involving interagency response. Proven ability to work in a highly visible, fast paced environment. Demonstrated performance, positive attitude, ability to lead and work well with others. Proven ability to lead an organization with 400 or more employees. Proven ability as a fiscal manager of an organization that is both publicly and privately funded. Proven experience fostering interagency, interdisciplinary, inter-cultural cooperation. Proven experience working with senior government officials and staffs. Proven experience in hands-on, potentially high risk training. Proven understanding of the use of technology for organizational management and education.

PREFERRED QUALIFICATIONS: Obtained rank (or equivalent) of Chief Officer, military commanding officer or CEO. Familiarity with IFSI Programs, personnel, and procedures. Ability to work with sensitive and confidential information. Proven international experience. Proven experience working with university administrators and faculty. Proven experience in research / field trials.

The salary range is $97,727 to $136,818; final salary and benefits negotiable depending on qualifications. This position reports to the Village Manager as an at will employee. The selected candidate will administer, manage, direct, and supervise all fire department operations and programs with a $10.1 million budget, which consists of two fire stations and a staff of 68 employees. This position will respond to emergency situations and direct fire and rescue operations at scenes; Coordinate Emergency Preparedness activities for large-scale emergency response; Investigate the causes of fires and submit reports as required; Interpret and administer firefighter collective bargaining agreement and personnel manual; Enforce Village fire protection Codes; Act as a liaison between the Village and citizens; and perform other functions as assigned or as required. The successful candidate will have demonstrated experience and ability in all principles and practices of fire department operations and administration theory and techniques; and be able to perform the physical requirements such as climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling objects and materials up to 20 pounds. Strong interpersonal, written and oral communication skills required. Willingness to embrace a high performance organization is required.

Minimum qualifications required: Bachelor’s degree in Fire Science Management, master’s degree preferred, with seven to nine years of progressively responsible experience in firefighting, fire rescue, fire prevention and education, with three to five years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge skills and abilities for this job. Job requires possession of a valid Illinois driver’s license.

The Chicago Fire Department covers 228 square miles stretching from the industrial south to the glittering Loop to the fabulous Gold Coast and far north side. The Fire Suppression and Rescue Division is responsible for the day-to-day operation of all fire suppression companies in the 99 firehouses dispersed throughout the city of Chicago.

When those companies are not fighting fires, they are responsible for conducting daily fire drills, school inspections, and fire hydrant inspections within their districts. The division oversees the department’s 99 engine companies and 60 truck companies, which are divided into seven (7) geographic regions. The EMS Division has both ALS ambulances and BLS ambulances. Their apparatus are equipped with emergency medications, intravenous fluids and other primary emergency supplies and equipment, including portable electro-cardiac monitor and defibrillators available for patients who may suddenly go into cardiac arrest. All ALS and BLS ambulances, and ALS engines, are equipped with state-of-the-art telemetry radio equipment, which allows emergency medical responders to radio important information from the scene of the incident, directly to a nearby hospital, where physicians can review the patient’s condition and provide further medical instructions and transport information.

The Bureau of Operations receives over 500,000 calls for help every year and responds to various incidents involving people with emergency medical conditions as well as calls to preserve property. Additionally, there are two major airports served by CFD including Chicago's O'Hare Field and Chicago Midway Airport.

The City of Aurora is designated as the third largest city in the State, with a population of about 175,000. The Aurora Fire Department ranks as one of the largest departments in the State of Illinois and consists of 200+ sworn personnel and civilian employees.

The department protects an area of approximately 40 square miles within the Aurora city limits, as well as a significant area of surrounding townships. The department runs multiple Engine Companies, Truck Companies and ALS (Advanced Life Support) Ambulances which are all staffed 24 hours a day. The Naperville Fire Department protects more than 146,000 people in Naperville and the surrounding unincorporated Naperville Fire Protection District. Residents are served by ten fire stations.  Currently, the department employees more than 200 full-time personnel.

The department is manned 24 hours per day and operates eight front line engines, six front line paramedic ambulances, three front line ladder trucks, and two front line district commander vehicles. Naperville's fire insurance rating is consistently improving. The Fire Department has taken a pro-active measure to address the area's rapid growth. A comprehensive 20 year Master Plan for the delivery of Fire and Emergency Medical Services has been in place since 1989, and is updated every three years. In addition, the Naperville Fire Department is one of select few Fire Departments in the U.S. to have been awarded full accreditation status by the Commission on Fire Service Accreditation International.

The Fire Department provides Emergency Medical Services to residents in Naperville and unincorporated Naperville. The Department operates six paramedic ambulances 24 hours per day. In addition, all front line fire engines are equipped with paramedic equipment to ensure medical procedures can be provided to those in need within 4-6 minutes of the request for services. The Department has over 100 State of Illinois Licensed Paramedics who also function as Firefighters.

The NFD seeks individuals with a high degree of personal and professional integrity to participate in a competitive process to establish an eligibility register for the position of Firefighter/Paramedic. The Naperville Board of Fire and Police Commissioners is charged with the appointment of all Firefighter/Paramedics. The Board of Fire and Police Commissioners will hold examinations for qualified persons to establish an eligibility register from which Firefighter/Paramedic vacancies will be filled for two years.
