The Position:

Qualifications:
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Fire Captain. A typical way of obtaining the required qualifications is to possess the equivalent of four years of experience in fire suppression, and a high school diploma or equivalent. An Associate’s degree with a major in Fire Science is desirable. Possession of a valid Class C California driver’s license; possession of a valid Class B California driver’s license; possession of a California State Fire Marshal's Firefighter One Certificate; California State Fire Officer’s Certification and EMT-1 certifications. Valid CPAT certification is required.

Ideal Candidate:
The ideal candidate should have experience with a combination paid/volunteer department. They should have a strong background in fire service training, lead by example and set a high standard.

The Berkeley Fire Department was established in 1904 and is said to have been the first motorized fire department in the western United States. The Berkeley Fire Department serves a densely populated eleven square miles that encompass the City of Berkeley. The Berkeley Fire Department provides 24 hour response for emergencies. These emergencies can include fire suppression, medical emergencies, hazardous materials events, and other life threatening situations. The Department also supports these efforts with a fire prevention and public education program, as well as on-going training for all Department staff. Under the supervision of the Assistant Chief, personnel respond to fires and other emergencies from seven fire stations located throughout Berkeley.

Description:
An Assistant Fire Chief, under general direction, provides executive management to an assigned division; manages and delegates administrative work assignments, provides project management and leadership; creates and maintains division budget, performs emergency response duties as required; and performs related work as assigned.

Assistant Fire Chief assignments are at least 40 hours per week (Monday thru Friday) and exempt from overtime. Evening meetings with the City Council, various commissions, and neighborhood and community organizations may be required, in addition to being called back for emergency response, Emergency Operations Center activation and/or fire investigations.

An Assistant Fire Chief is assigned to work in the following areas:

Fire Marshal / Assistant Fire Chief:
The Fire Marshal provides executive management to the Division of Fire Prevention and is responsible for prevention of fires; the investigation and determination of cause, origin, and circumstances of fires; the elimination of fire and life safety hazards; the maintenance of fire protection equipment and systems; the regulation of storage, use, and handling of hazardous materials and hazardous substances; and interpretation, administration, and enforcement of life safety laws, ordinances, and regulations of the State Fire Marshal as they apply to the City of Berkeley.

Director of Training / Assistant Fire Chief:
This Director of Training position provides executive management to the Division of Training and is responsible to manage and provide ongoing, in-service, recruit, and mandated training; to provide education and certification to fire service personnel necessary to insure a competent, efficient and effective emergency response organization; to provide the necessary research, evaluation and recommendations for new products and procedures; to develop and lead all training and entry-level recruitment activities for the Berkeley Fire Department; to ensure the Department meets Insurance Service Office standards and the California Professional Firefighter Joint Apprenticeship Committee requirements, and all local, regional and national training mandates.

Special Operations / Assistant Fire Chief:
This Special Operations Chief position provides executive management to Emergency Medical Services and Office of Emergency Services and is responsible for accomplishing several objectives. The primary objectives are to: administer all aspects of the City’s Emergency Medical Services program, including Basic Life Support, ambulance transport, and First Responder Advance Life Support programs; develop and implement City disaster preparedness, mitigation, recovery, and response programs; manage and lead discussions on local hazard mitigation and multi-function hazard response programs, community outreach and participation in City disaster preparedness and training programs.

Required Qualifications:
*Six (6) years of experience in firefighting and apparatus operation, including at least three (3) years in a supervisory capacity equivalent to the City's Fire Captain, or at least three (3) years experience in program management; and
*Prior to appointment, must possess an A.A. or A.S. degree, or higher.
*Possession of State Fire Officer or Chief Officer certification and experience with incident command, fire prevention, disaster preparedness, or emergency medical services are all desirable qualifications.

Other Requirements:
Must possess a valid California Class C or higher driver's license and have a satisfactory driving record. Must be physically fit to participate in emergency response, if needed.

Selection Process:
Applicants possessing the minimum qualifications may participate in a multi-dimensional assessment process which will be administered by an outside consultant for each assignment area applied for. The process will include an emergency command exercise, writing exercise, and may include other exercises such as work prioritization, oral presentation, structured interview, role play, supervisory techniques or any other exercise determined by the consultant to be job related. Candidates will be required to use a desktop computer with Microsoft Word software for the written skills portion of the assessment process. Candidates will receive additional detailed information on specific exercises at a later date. Following the application deadline date, candidates will also have the opportunity to attend an orientation conducted by the consultant.

Test results will be analyzed and a job-related pass point will be determined. The eligibility list will be certified to the Fire Chief and the Chief will conduct selection interviews considering such factors as scores on assessment exercises, employee attendance, performance reports, previous training and experience, merit, ability and other job related criteria.

VENTURA COUNTY FIRE PROTECTION DISTRICT

The Ventura County Fire Protection District is comprised of the finest 518 employees in Ventura County. The Ventura County Fire Department covers is divided into and  protected by five battalions. These battalions are comprised of 32 fire stations, staffed 24 hours a day, 365 days a year. In addition to fire, rescue, and medical response, the Bureau of Emergency Services also maintains a Special Operations component, which is responsible for countywide response to emergencies requiring technically skilled operations, called Support Companies, which are stationed strategically throughout the county. Some of the specialized emergency services provided by this unit include hazardous materials response, rescuing victims from swift water and confined spaces, such as collapsed buildings, caves, trench cave-ins, and water rescues.

The Emergency Medical Services (EMS) division is responsible for providing medical oversight for all facets of the Department's EMS program. EMS is charged with the training and certification of fire company personnel
as Emergency Medical Technicians. Firefighters are also provided with special training in the use of the semi-automatic defibrillator, CPR, multi-casualty incident management, as well as many other EMS related topics. Additionally, EMS is responsible for ensuring the highest level of medical quality control through adherence to high standards and exacting protocols.

SANTA CLARA COUNTY FIRE DEPARTMENT

The Santa Clara County Fire Department is a California Fire Protection District serving Santa Clara County and the communities of Campbell, Cupertino, Los Altos, Los Altos Hills, Los Gatos, Monte Sereno, Morgan Hill and Saratoga.  The Santa Clara County Fire Department exists to protect the lives, property, and environment within the communities served from fires, disasters, and emergency incidents through education, prevention, and emergency response.

Established in 1947, the Santa Clara County Fire Department provides ISO Class 2/8 services for Santa Clara County and the communities of Campbell, Cupertino, Los Altos, Los Altos Hills, Los Gatos, Monte Sereno, Morgan Hill, and Saratoga, in California. The department also provides protection for the unincorporated areas adjacent to those cities.

Wrapping in a 40 mile (64km) arc around the southern end of "Silicon Valley", the Santa Clara County Fire Department has grown to include 16 fire stations, an administrative headquarters, a maintenance facility, five other support facilities, and more than 100 vehicles, to cover approximately 100 square miles (260 square km) and a population of over 210,000. The department employs over 265 fire prevention, suppression, investigation, administration, and maintenance personnel. The department's suppression force is also augmented by 40 volunteer firefighters.

All Santa Clara County firefighters are certified as EMT-1D (Emergency Medical Technicians/Defibrillator). In addition, at least one firefighter on each responding engine company is state licensed and locally accredited as a Paramedic.

The Department is a leader in emergency medical services. Members of Central (County Fire) and the Campbell Fire Department participated in the first paramedic training in Northern California in 1974. The Campbell Fire Department established the first Northern California fire department paramedic program in 1974. EMT-1 level services were provided Department-wide in 1981, EMT-D in 1990, and first-responder paramedics in December 1995.

SACRAMENTO METROPOLITAN FIRE DISTRICT

The Sacramento Metropolitan Fire District provides services through 42 stations and 650 uniformed and support personnel to nearly 600,000 people in a 417 square mile area. Sac Metro represents 16 predecessor fire agencies. Some of these fire agencies were founded in the early twenties to provide fire protection in remote parts of the County.

The varied demographics of the District provide opportunity for its personnel to respond to emergencies in rural, suburban and urban settings. The wide diversity of emergency incidents require firefighters to be proficient in wildland fire fighting, structural fire fighting, crash fire rescue, technical rescue, swift water rescue, hazardous material mitigation, and paramedic medical services.

The Operations Division provides a multitude of emergency and non-emergency services to the public. More than 500 firefighters working out of 42 stations are directly responsible to mitigate a wide variety of emergency incidents 24/7. In 2004, the combined District responded to over 58,000 alarms. The District operates 10 transporting Advanced Life Support medics, 7 reserve transporting medics, 38 engine companies, 5 truck companies, 24 grass engines, 2 crash rescue rigs, 6 water tenders, 4 swift water rescue bikes, 5 swift water rescue inflatable rubber boats, 5 air units, 3 reserve firefighter engine companies, and 2 reserve firefighter grass engines. Many of the District's engines are paramedic staffed and all responding units provide EMT coverage.

In addition to emergency medical alarms and structural or wildland fire responses, the District's personnel are trained and equipped to deal with swift water emergencies, confined space incidents, technical rescues, hazardous materials incidents, and crash fire rescue.  Additionally, many of our members hold critical roles on the Urban Search and Rescue Task Force 7 Team. This Team responds to large-scale disasters, both natural and manmade.

SAN BERNARDINO COUNTY FIRE DEPARTMENT

The San Bernardino County Fire Department provides administration and support for 32 legally separate fire districts and county wide services such as hazardous materials regulation, dispatch communications and disaster preparedness. The fire districts serve approximately 350,000 citizens within 16,225 square miles of unincorporated areas and five cities.

There are 4 divisions encompassing 63 fire stations with more than 900 civilian, suppression, and chief officer employees in addition to more than 500 paid call fire suppression personnel.

The Department provides a full range of emergency services including truck company and elevated stream operations, fire boats, snow cats, heavy equipment dozer and loader operations, ambulance transport, paramedics, and large incident command and control.

Levels of service vary dramatically based on each community’s revenue and level of risk. Staffing varies from total Paid-Call to two or three regular firefighters on an engine. Emergency medical services range from minimally trained First Responder to Emergency Medical Technicians (the norm) to Paramedics. The County Fire Department is the largest provider of pre-hospital care in the County and second largest ambulance transport provider.

The Hazardous Materials Division is a multi-faceted operation providing regulatory oversight of businesses and collection of household hazardous waste. They serve the unincorporated areas as well as all 24 Cities and Towns.

Applications may be obtained from any San Bernardino County Fire Department fire station during normal business hours, please call (909) 387-5940 to have a flyer mailed to your home. Applications and copies as proof of certificates / licenses must be submitted to:
